Venable partner Jim Burnley was quoted by Law360 on July 28, 2017, in an article discussing the Congressional Research Service's report analysis of the Aviation Innovation, Reform, and Reauthorization Act (AIRR). In efforts to block the AIRR Act, which would reauthorize the Federal Aviation Administration for six years and transfer U.S. air traffic control operations to a separate nonprofit from the government, Rep. Peter DeFazio and Rep. Rick Larsen are stating the Congressional Research Service report back the claim that the AIRR bill potentially violates certain aspects of the Constitution.

"What the CRS report says on its face, putting it side-by-side with DeFazio’s press release ... the dots simply do not connect," said Burnley. "DeFazio cherry-picked a couple of paragraphs and tried to create the perception that it suggests there are serious constitutional problems. And it’s unfortunate he tried to create that perception."
